According to my friend, this is a Septarian Nodule.  They can be cut and polished inside.

Daryl is technically correct that it is a septarian nodule.  However, they seem to come two ways in Texas.  In my experience you either find ones that are quite smooth on the outside and tend to have nice hollows inside with some dog tooth calcite and aragonite.  Or, you find ones that look like what you show where they resemble a caricature of a turtle, and they tend to be solid inside and quite often will be easily fractured after just minor weathering.  The ones I've found that look like that have tended to be rather drab in appearance.  When you find the smooth ones that have hollow space inside they can be quite spectacular.  Back when I lived in Texas and used to hunt there I found a large hollow septarian nodule in excess of 100lbs and it was THICK with calcite and aragonite and even a little pyrite inside.
